Resolutions / Special General Meeting

The Special General Meeting will be held on 20th December 2019 at 7.00 p.m. at the Solis reception hall, Pitakotte.to pass the following resolution already debated at the last AGM 27th September 2019 and to be resubmitted correctly re-worded at a Special General Meeting.

 

Resolution 1

Back ground

It was agreed at the AGM of CMASL held in September 2019 to move an amendment to eligibility for membership by council. This was in view of delays in obtaining permanent Deputy Administrative grade posts due to administrative delays.

Council now seeks a mandate from the membership

To add another item to Section II clause 5

Section II. Membership

 

  1. Ordinary Members

 

The following are eligible for membership subject to Council′s approval.

Under the above article to include item f as

  1. An Associate member ( category a ) who had held the membership for more than one year or more who is covering up in an approved medical administrative grade post.

Resolution: 2

Back ground

 CMASL council whose tenure was for one calendar year 2018, did not hold the AGM for year 2019 in January as stipulated in the constitution. It has been postponed without any valid reason or with the approval of the membership & finally held in September 2019.

This arbitrary decision has created a constitutional crisis as we need to hold the next AGM in January 2020 as per the constitution articles. But the President and the council for 2019 were appointed in September 2019 and they now have mere three months to hold office.

In view of this the present council after discussions decided to call a Special General Meeting of the CMASL to resolve this issue

Council now seeks a mandate from the membership

  • To consider the tenure of the council for 2019 to be for an interim period till the end of the calendar year 2019 and without convening the AGM in January 2020 as per provisions of the constitution to allow the elected members of the CMASL council for 2019 to continue functioning as the   elected members for the CMASL council for January 2020.
  • To hold the Induction ceremony of the President of the CMASL council for 2020 in January 2020.
  • To hold the next AGM in January 2021 and thereafter to regularly hold the AGM in January of every year as per the provisions of the constitutional articles.

Resolution: 3

Back ground

It was noted that during the elections for office bearers of CMASL council for 2019, the name of one person has been nominated for three office bearers’ posts proposed by one individual and as a member of the council. This is in contradiction to all norms expected of a Respected Professional body.

To prevent such unsavory doings of some individuals in the future it is proposed

Council now seeks a mandate from the membership to include an additional clause to the Election Procedure.

(d)  For the posts of Council Members only two names shall be proposed by one Member.

Amend (d) and replace it as

(d) 1. For office bearers’ posts a person’s shall be eligible to be nominated for only one post

(d) 2. For the posts of Council Members only two names shall be proposed by one Member.

Resolution: 4

Back ground

 

The college which started with only 46 members in December 1992, has now over 250 registered members.

Also as agreed at the AGM of CMASL held in September 2019 to move an amendment to eligibility for membership by council, this was in view of delays in obtaining permanent Deputy Administrative grade posts due to administrative delays there will be a further regular influx of associate members seeking full membership, since MSc in Medical Administration courses are held regularly.

Hence to have fair representations of members across all age group.

Council now seeks a mandate from the membership 

To amend Section III clause 15 and Section V clause 24 of the CMASL constitution & replace as below.

  1. Section III OFFICE BEARERS
  2. At the Annual General Meeting (AGM) in each year college shall elect for a period of one year the following as its office bearers.
  1. 12 members designated as council members

To amend the above article and replace with

  • Ix. 15 members designated as council members according to the following criteria
  • 3 members from the age group 40 years and below
  • 4 members from the age group 41 to 50 years
  • 4 members from the age group 51 to 60 years and
  • 4 members from the age group over 61
  1. Section V Election of Office Bearers and Council members
  1. Election Procedure
  2. If there are more than one name for any post or more than 12 names for council members posts, election shall be held by a secret ballot or show of hands as deemed fit by the members present at the AGM.

To amend the above article and replace with

  1. If there is more than one name for any office bearers post or more than 15 names for council member’s posts, election shall be held by a secret ballot or show of hands as deemed fit by the members present at the AGM.
